What are project KPIs, and why do most teams track the wrong ones?

Say a team had 40 tasks due this sprint and finished 34 of them on schedule. That is 34 / 40 x 100, or 85%. As a rule of thumb, many teams treat anything above 85% as healthy for most project types. Fall much below that and deadlines are drifting faster than the team can absorb.
Watch the trend more than any single reading. One rough week happens. Three in a row means your estimates, your capacity or your scope needs attention before the final deadline arrives.
2. Budget variance
This tracks the gap between what you planned to spend and what you have spent. It tells you whether the project is living within its financial limits, and it flags overruns while there is still budget left to protect.
Calculate it by subtracting actual spend from the planned budget. A positive number means you are under budget. A negative number means you are over. Many teams also express the gap as a percentage of the plan so projects of different sizes stay comparable.
As a practical rule of thumb, aim to keep a healthy project within 5% of plan. Variance approaching 10% warrants a review before it widens, since a gap that size rarely recovers on its own. Review variance against the work delivered, not the calendar alone, so a low spend paired with slow progress does not read as good news.
3. Scope change rate
This measures how much the project's definition shifts after work begins. Some change is healthy, since projects learn as they go. Too much signals unclear requirements, shifting priorities or a stakeholder group that never quite aligned.
To calculate it, divide approved scope changes by the total original deliverables, then multiply by 100. If you started with 25 deliverables and approved two changes, that is 2 / 25 x 100, or 8%.
As a rule of thumb, many teams treat a rate below 15% as healthy, and a rate above 10% is worth investigating. Push past 15% and the project you are finishing is no longer the project you planned, and every other KPI gets harder to trust. Track it alongside on-time delivery rate. When scope creeps up and delivery drops, you have found the cause of a schedule problem, not just the symptom.
4. Resource utilization
This measures how much of your team's available time goes to project work. It tells you whether people are stretched too thin or have slack to spare, and it protects against quiet burnout that no task board will show you.
Divide actual hours worked on the project by total available hours, then multiply by 100. If an analyst had 40 available hours and spent 30 on the project, that is 30 / 40 x 100, or 75%.
As a rule of thumb, a range between 70 and 80% tends to be healthy for project teams. Below it, capacity is going unused. Push past 85 to 90% and people have no room for meetings, rework or the unexpected, and quality starts to slip. Full utilization looks efficient on a spreadsheet, but a team booked to 100% has no way to absorb a single surprise.
5. Defect or rework rate
This measures how often deliverables come back for fixing. It is your clearest quality signal, and it catches problems that speed-focused metrics miss entirely.

Divide deliverables requiring rework by total deliverables, then multiply by 100. If two of 50 finished items needed rework, that is 2 / 50 x 100, or 4%.
As a rule of thumb, aim to keep rework below 5%, and treat 5 to 10% as acceptable but worth a process review. Climb above 10% and you are paying for the same work twice, which quietly inflates both cost and schedule. Pair this KPI with resource utilization. A rework rate that rises as utilization passes 85 to 90% is a strong sign the team is moving too fast to hold its standard.
How to set project KPIs before work starts
The best time to choose KPIs is before anyone starts working. Set them early and they shape decisions. Bolt them on later and they only keep score.
1. Define success before you define metrics
